Proxmox VE 8.1 and later use an assigned OUI as the prefix for generated MAC addresses. Earlier versions of Proxmox used a randomly generated MAC prefix, which meant it was not possible to identify Proxmox MACs.
If a VM was created in an earlier versions of Proxmox, it will not be reassigned a Proxmox-prefixed MAC unless its MAC address is removed, causing a new one to be generated.
